Question for Fable III

I found a man in bowerstone market locked away in a cell...He keeps saying that bob will figure it out and that he isn't confessing to anything! All it says is to examine the door but nothing happens. I never had a quest that helped me with him! I've already beaten the game? Does anyone know what I'm talking about?

Yes I know what he is going on about he is from the quest "The man who knew just enough", you are supposed to kill the guard and then let the guy in the cage free there should be a leaver to find that will open the cell so try and find that leaver so that he can stop talking.

I did find the leaver but it wont let me use it! I had one person tell me it's for the bad decisions in the game! If thats true then thats why! I always make the good ones!
