How do I activate the flit switch on that tiny island in driftwood? It's a melee switch but there doesnt seem to be a way to get up there?

later in the game you get a misson where you have 2 help the people on the island to get rid of the hobbies on the islands after that the people wil build on the islands then they will build bridges 2 all the islands then you will be able to get to it
