hey im at the end of the game and i choose the love card and my friend said i was suppose to live in the spire but i cant get back to it please help

You can't live in the Spire. The only way to get back to the Spire is if you download the Downloadable Content, See Into the Future. The building up for purchase that you may be referring to is FairFax Castle.

You can't live in the Tattered Spire. You can buy Fairfax Castle for a million gold, but the only way to get back to the Spire is by downloading Knothole Island and doing a quest for it.
