How do you activate the teleporter that takes you to the bunker in Orbas Fjords!?

Assuming you are talking about the one inside the anti-dragon area, start from the first waterfall you see in Orbas Fjords, hug the cliff on the left and head towards the nest under the barrier on the left. Fly across it and on the cliff above it you will see a teleporter. Use it to get to the teleport you are after. This will activate it.
