Make sure you start the case as soon as it becomes available, you'll want to have as much time as possible. The case is time sensitive, so you'll want to complete it as quickly as possible.
Take a couple of shotguns from the Hunting Shack and some milk or orange juice with you. Shooting her with the shotgun is the fastest way that I have found to beat her. Stand on top of something where she can't run over you and blast her when she rides by.

Maybe this is happening because you've took too long and the next case file deadline has gone. The only way you could go further is starting again and tyring to be faster at completing the case files.
Ps. Your lucky it happened to me at the second of last case file.
