You need to actually kill her. I'd suggest getting a gun around the mall. A nailgun would suffice. When she gets near you, dodge her attack and shoot her. Eventually she'll be hurt and you'll see a cutscene...

The trick is to get a powerful gun, such as a shotgun or sniper rifle, and get up somewhere high, where she can't reach you, making her attacks worthless.
