Shoot the guy on the turret 1st any gun you can get (except for the water pistol) then once he is dead wait for the best chance you get to go to the back off the jeep and press b when it says "examine", that will let you grab the machine gun off of the back and then you can blast the other 2 convicts out of the car HAHAHA

And for the photo thing..i have no idea..don't think I've saved that dude

No you can't. Kent is later a boss. You fight him in the scoop " Photographer's Pride." SO don't bother.

Oh, with the Convicts, I recommend taking an Uzi from the blue overhang above the camera shop. TO get there you must jump from the stairs that lead to the second floor. Just so you know, I'm talking about Paradise Plaza. Grab some juice and go outside. Most likely, they will be driving around the food court. Lure them towards an area with lots of trees. When the jeep gets stuck, shoot the gunner. This sounds kinda stupid, but just keep shooting at him, even if he shoots back. You brought juice. Shoot till the gunner is dead and wait for the jeep to get stuck on another tree. Get close to the jeep and take the big gun. Shoot the driver and as the passanger takes the wheels shoot him. You have now killed the convicts.
