You need to talk to everyone and try eventually to collect a warrant to search the car. Then, go into the garage and take out the remaining tail light. Go to the lab and fit the tail light together into a whole.
Just Block and Block...wait till he gets tired (when the anolog shows up on the bottom corner of the screen) and use the com`o, PPPKK->E
