Keys to the city is a xbox live packet for 200points (i think it was 200) anyways you need xbox live go to the marketplace and download it.

You get it on xbox360 live online you need it with someone else who has it I have it

You can get Keys to the City for free, but it is a limited version

You get the Keys to the City option, but you can't use any of the new vehicles, weapons and minigames until you buy the full version of Keys to the City

Also, it updates the game, so the garage has a completely new vehicle selection screen, and you can impound certain gang and civilian cars for later use. You can also choose the colour of your car

This means you can make the Supercar even FASTER, because we all know red goes faster (lol)

"Keys to the City" is a free expansion you could get for the game that allowed you to custom spawn items wherever you wanted -- check the DLC menu to see if this is available still.
