Question for Crackdown

When going after Vitaly Rzeznik, the advisor says that the prisoners can be freed to distract the guards, but I don't know how to. Is there a switch that has to be found?

I think you mean Dr. Balthazar Czernenko and I would just kill him instead of distracting them.

No. Rzeznik is right. In his Dossier, it says "A detention center is situated in the lower levels of the complex. Freed prisoners are likely to keep much of the defensive force occupied." I myself am currently trying to figure this out, because there are way more enemies than any guns I have can handle alone.
