Necromancer and Wizard (Guys you fight on the second last lvl) are avaliable for 160 microsoft points in the Necromancer DLC Pack. Also the King and the Open Visor Grey Knight are in the King DLC Pack for 160 microsoft points
You can only get him from the Necromantic Pack DLC, and, judging by the dates of the other answers, there will never be another way... Oh well, at least *I* got him.
