Check your profile to see if it is set to minor/teenager.

When you created your gamertag if you were under 18 at the time (and are still under 18) and you told the truth about your date of birth then LIVE flagged your account as a minor.

WaW is one of a large number of games that restrict non-adults from playing online. It is also possible tho that your gamertag is restricted from online play via the parental permissions.
