Can you play co-op mode with people on live?And if not what is veteran mode?

Yes,the single-player campaign.and veteran mode in the multiplayer is a version of team deathmatch with higher lvled players

Yes, you can play co-op with others over Live. Here's a heads up on co-op campaign: if you're trying to get the achievements for completing levels on veteran difficulty while playing co-op, you won't get them. You can only unlock the achievements playing singler player campaign. It's possible there might have been an update that changes this.
