How to start a multi player campaign?

You can't. There are only 2 co-op game modes that are available.
1. Safeguard (I.e., Multiplayer or Squads game modes that requires you or your team to defend yourselves against 20, 50, or 100 waves of enemies [depending on which Safeguard game mode you play]).
2. Extinction (a Multiplayer based game mode in which you or your team have to fight off Cryptids [or aliens], destroy their regular and barrier hives arm the nuke at the crater, and retreat to the extraction point before the nuke explodes.

You cannot. There was only one CoD that ever did that or at least the only one I know of is Call of Duty: World at War.
