Why is my game options not on split screen?

I want to play with computer bots but when I go to local and click split screen it doesn't have the "edit game options" button...why? How can I fix that?

Split screen is for two human players - when you are playing split screen depending on the map it will autofill bots but you don't have the ability to alter that once you are in MP mode.
