Yes. You'll be prompted to connect to the internet before proceeding to Combat training, as the online servers keep track of your rank and unlocks for combat training.

You can (well some people) actually play against AI BOTs without connecting online. You just go into "Local" not "LIVE" or "Playstation Network" menu and then "Split Screen" and if you see "Edit Game Options" menu below the "Change Game Mode" menu then you can alter how many BOTs you play against etc.

It only works for Free For All and Team Deathmatch though. It does NOT work for objective based games.
