You can only see Croc right after you beat Ras al Ghul. After you leave Wonder City and beat all the thugs at the trains, head out of the sewers/subway by going toward the Industrial District (It should be the way you came in). You will reach a gate that's closed. If you throw a remote batarang and hit the button next to it, you'll get to see Croc. After you see Croc, you'll have to get out of the sewers/subway through the other way (toward the Bowery). Remember, you can ONLY do this right after you beat Ras al Ghul. If you beat him already, you have my sympathies.
