How can I unlock the terme di diocleziano place, I know I need to fix aqueducts but I need to ignite a tower and when I go near the tower it has a desync barrier around it

You don't need to fix all the aqueducts the only way to unlock it is to keep playing through the campaigne and come back to it at a later level (it will be definatly be available at the start of sequence 8)
