Considering that you have the default setting on the Xbox 360, when they come up in your face begging you for money, hold Right Trigger and then hit B. You'll teach those stupid dirty hags to beg an assassin for cash. Be careful not to hit a guard with the beggar or he'll attack you. Also, try not to hit a merchant stand with them either, for that will cause it to collapse, killing the beggar and the guy in the stand, which will deplete your health and make the guards come after you.
