How do you use the cell phone to enter cheats and stuff? New to game and can't figure out how to use it

Use your brain: at least complete 1 mission, when this step has been completed, press up twice on the D padd ;)

GTA 4 all vechile list in one key where is the keyGuest answered:
You need to do a cople of missions and pass them and then it will show up on your screen and it will tell you to call Romen then you call him and go do what he says and then once your done with that misson it will save it and then you can enter cheat codes and call people
