First you have to unlock the cell phone, when you do enter ther numbers 911 in your cell phone ( press up twice on d-pad ) and call it then press the number 1 after it tells you the options and if you are on land a police patrol will arrive and the passenger cop will get out and just steal the car. It will be unlocked on both sides so it will be easy and you only get one star so just put in the lower wanted level cheat or elude them.
