What level it's in and where it is in the level.Can someone help me?

Lava giant 2 a bit of land jets out of the mainland all of the way to the right and in bombing run the snowy place go to where the bomb is and go left.

You Can find the T.A.G. Rifle in big outside levels. The Ion Cannon is in the sky and is only fired when the T.A.G. Rifle marks a spot.
