The switch opens the Portcullis that locks the ople. The switch is in Lord Ember's Room by his desk or controled from his desk from what the on game hint reads

I suspect you know the answer by now, but the table that book is on is NOT his desk. His desk is by his bed, and the switch is an unlit torch on the wall, just above the desk.
