When I put in the cheat codes it doesn't work. What could be the problem?

Maybe you are putting them too fast; Sometimes when you enter the cheat you hav to wait a certain amount of time before you can use the same cheat again.

I had the same problem it only lets you do the health cheat like once a mission and the rest of the cheats didnt work

Try putting the cheats in and then save your game and then quit the game and load your saved file and you will have the money from the previous cheat and you can still do the same cheat again and save it as you did the first time and then quit and then you can load your saved file again and you will find that you can keep repeating the same cheats over and over again and not have to wait for five minutes to do the cheat again
