It's on a shelf, look for a while, however I believe the paper's are actually a book, a red one in fact.
The papers are also, for some reason, located at the dwenmer ruin of Galom Daeus in the observatory next to a daedric sheild, after passing through the first section enter the observatorry and find the book called "Secrest of Dwemer Animunculi". Do not pick up the book, the papers should be above it,you need to levitate. These ruins are located south of Urvith's Grave, the site of your Telvanni Stronghold. The book in their is needed for a Telvanni mission. The place is infested with vampires but some of them have good armor, I know for a fact that one of the vampires is wearing daedric boots and another is wearing glass boots.
I know it is a pretty randome location to find a copy of the papers.
