There are two main ways to open high level locks. The first way, is to get a whole bunch of lock picks (any will do, but cheap ones are better for obvious reasons) and also a lock spell. Then find an empty room (so no-one thinks you are stealing) and lock and unlock container repeatedly. This will raise your security skill, ad allow you to open high level locks. Of course, it may take a while to increase your securty skill sufficiently to make a difference, especially if it is not one of your major or minor skills, so thankfully there is another way to go about this.

The other way is to buy an unlocking spell and then use the spellmaking feature to create a open 100pts on touch spell. This shouldn't be too expensive, and is well worth the effort to get your hands on the loot behind those high level locks. The only problem is that your character may not have a high enough mystiscm level to cast it, so you may have to raise that level in a similar manner to raising your lockpicking level (ie, find some lowish level mystiscm spells; mark, recall, amlsivi/divine intervention and go crazy).

You should be able to find both a lock and unlock spell in at least one of the mage guilds, so just teleport around to find them. You can probably see that opening locks suck the most if you have a fighter based character, as you won't have the security or magical skills to either pick locks or cast the unlocking spell. But with a bit of perserverience, you should be able to get those locks open!!!

Note: instead of raising your security or mystiscm skills up by actually using them you can raise them by finding trainers, if you have the gold to spare it proably is worth it, as it takes up much less time.

Another easy way to unlock high lvl locks are enchanted items. I havent seen many enchanted items that unlock, but if you're telivanni you can get your hands on 1 (unlocks lvl 50 and not of much use for you) through a quest, otherwise make one, and you don't have to work on making a spell, and increasing skills

Buy a robe and a spell that unlocks stuff and take it to the mages guild in balmora and have it enchanted to unlock 100 to 100 in 15 feet on toch. This will coast any were from 30 to 34k. Note make sure you have a good soul gem if you have to the lady ther sells them
