You can eaither buy them somewhere or you will find them scattered

Find them around the place. I think they're are a good many of raw glass in water. That is where I looked for mine.

There are mines all over the place, especially in the ghostgate region. Make sure you have a decent level of sneak skill or a good chameleon spell, to get away with stealing from the mines. Of course, if you don't mind getting a criminal record you can waltz in and kill everyone first.
