Just talk to the councilors of the three great houses redoran, telvanni and hlaalu. Speak to master aryon in tel vos first for telvanni. Speak to athyn sarethi 1st for redoran.

I can't remember ther name of the hlaalu guy which you should speak to first, but he lives on hlaalu plava in vivec.

To become hortator of Redoran - go to Ald Ruhn, then to the Skar, the place ewith all the manors. Then go to one of them ( can't remember which manor ). Then he will give you a quest, do it, and then he will give you all the instructions for all the other councilors.
For Hlaallu - Go to Vivec, and go to Craccius Curio manor, um in the hlaallu place I think, then he will give you further instructions,
For Telvanni - This is problably the hardest one, go to the Tel Mora region I think, one of those places anyway, then this wizard will tell you the rest, all of the telvani cuncillors are harder because they are all over Vvarvendell, in their own towers. To sum up, you have to get the approval of every councillor within a house, and approval of all 3 houses to become hortator, nerevarine is harder though in my opinion which will be to come...hope I helped =]
