Question for The Elder Scrolls III: Morrowind

Is there any way to make a scroll into a spell I have a summon golden saint scroll and I want to make it a spell also does anyone know where to get a grand soulgem or azuras star also can anyone tell me where t oget a summon golden saint SPELL not scroll and if there is any where is it and how do you get there

I believe a summon golden saint spell can be found in Tel Branora, or something like that. It can be found in the Azura's Coast region, just look on your map. You can take a boat to get there, but bring some levitate potions or spell because you can't reach the top of the tower otherwise. I can't remember who you buy the spell off, but he is a wizard near the top of the tower, near the telvanni councillor that runs the place.
