Question for The Elder Scrolls III: Morrowind

Hey I asked about makin a castle and valley of the wind once
About that castle when your in ebonhart in the knights room that asked you to get the lords mail and that sword if you kill the duke in that room and look at his inventory you will find a contract saying that you have permission to build a castle of 400 feet or somethin and have ten people to help you protect it and 40 people in all at it
I also am now the knight of the imperial dragon because I beat the guy that told me to get the lords mail can I still make me a castle

You can't juts build a Stronghold (castle) you have to be in one of the houses to build it.
