Well you can get restore attribute spells from the temples which you can then take to a spell maker and make a fortify spell out of those, but as to fortify skill spells I'm not sure there are any. The only thing like that that i've come across would be the bound weapons they fortify what ever weapons skill you summon by 10 Ex. So if your bow skill is 30 and you summon bound longbow it will be 40 for the duration of the spell.

Well you have to be attacked by the dark brotherhood, which happens after level eight at random when you REST, then you go to ebonheart, talk to the guard that's not I a complete guard armor set, who will tell you to go and talk to the woman in the large castle part of ebonheart.
The one you have to cross the bridge to get to, and the woman in the first room will talk to you about "Transporting" you to mournhold.
Then you have to go to the buiding to your left once you exit the room you were transported to, talk to the firts woman in that room and she will sell you a spell that will fortify things like myticism and alteration, then you can change that fortify skill spell to whatever skill spell you want!

In the Game of the Year version of Morrowind, go to Ebonhart. Go to the Council Chambers (all the way in the back and across the bridge.)
Talk to either an argonian or kajiit (I forget which) and have him warp you to Mournhold.
There are many people there that will hook you up with all kinds of new spells, including fortify skill (long blade, heavy armor, sneak, etc).

Go to Mournhold. Go to the the Cult services in the Palace. Buy any spell that allows you to fortify a skill. Purchase the spell then go to ask the person for spellmaking services and make your own from the whole list.
