Did you complete the question of the fire? Talk to the shaman as about the Bloodmoon prophecies. And talk to Heart-Fang. If you didnt complete the fire part talk to heart-fang then at night go to the frozen lake and talk to the shaman. He tells you there is a cave underwater with a creature and find out how it is happening.

PS. Don't Kill him, just help him and you get a ring +75 magic &+75 intelligence
