For the sublevels, on the right hand side of the enclave is a door, just go in there, if you mean go up to the top level, you need to get all the jedi masters first

Thats for the Jedi Enclave this is in the telos underground military base...

All you do is kill everyone go onto the platform and use the console there boadoor opens the door to the underground base.
