I am on Onderon and have gotten rid of two guards but the guard at the tower won't move and Anda said that he goes to the run down part of the square when does he move.

You need to go to the computer panel nearby and anda give you a keycard overload the power conduilt and you get rid of the gard in the sky ramp.
