You have to start the Missing Youth mini-quest and a Selkath Sith confronts you in front of the annex door, kill him and your in the bedrooms, look around and you'll find the Training Annex entrance

You have to talk to a Selkath who inquires if you know anything about the missing youth. He's in the Mercenary Quarter. He'll ask you to tell him if you find anything, and then you can get into the annex.

You can do it.
