Alright, here's what you do:
Fill up the smaller (left) tank. Inject from the left tank to the larger (right) tank. Fill up the smaller tank again. Inject from the smaller tank to the right tank again. Dump the right tank. Inject from the left tank to the right tank again. Fill up the smaller tank. Inject from the left tank to the larger tank again.

Bingo! 4000 pressure in the tank. You're quite welcome.

PS--You may notice I've answered this question almost exactly like this before, on a previous question. You may not. If you do, then that's because it is the previous answer; just slightly edited.
