You can and if you want proof i know where you can see a picture of it; just ask me and I will tell you.
Also after unlocking evil ryu beat the game on very hard with evil ryu and start a new game.
You will have 3 weapons to start with dragon sword, plasma saber, and the dark dragon blade.
