The city is devided up into five sections beat all the races to unlock the next section

Those are the boroughs, beat all the races and get the next 1. However, I suggest you beat all the races except for the URLs, save them for last, then beat all the hidden races, this will give you 100% in the end, also do the SUV races, the first few can be beat with a stock escalade, but you will have to supe it up soon.
