Ok, the question I have is simple and proabably odvious. Anyways, how do you get the Cops to go to Level 3 and send the Choppers and Special Ops??? I have tried everything I can think of including smashing over 50 undercovers. Anyways, let me know what you guys have done to do this. Thanks.

The way that I get my heat level up is in a pursuit the heats level goes up over time if you pay attention to heat level and I think special ops is heat 5 and chopper is 4.
You have to get a certain completion of the game to be able to reach certain heat levels.
