How do you get the police heat bar to go down?

To get the police bar to go down you either drive a different car or win races
Either drive another car and get copper chases with that or do some challenge series or change your paint bodykit spoiler or add a sticker to your car.
Use a different car until the heat on the other car drops. Or, you can change to appearance of the car to bring the heat down some. The more you change the over all looks, the more the heat goes down.
Use a different car or the most effective way to get heat down is to change the paint colour on your car.
