Question for Jet Set Radio Future

There is no paint mission in sky dinosaurian square.
I read that the paints that the new cops or something sprayed is optional to spray over.
I want to get jet ranking in sky dinosaurian square but I can't without the paint mision.
Please help me! I want to get nt-3000

A) Pass the game (beat Gouji)
B) Find the mystery tape (it's at the end of one of the green rails)
C) Do all of the street challenges and get all the graffiti souls
D) Go to Roboy and do all 3 challenges for SDS (getting a Jet rank in them all)
E) NT-3000 should join you
