This I think is a good question.....

Where can you get the programme and/or chip for modding cause it sounds really fun

Normally you can take it to a computer place and they might be able to do it, if not find someone who can, maybe a friend or someone who knows someone who can do it.

Dude, you can mod all you want, just don't get caught. You can get some from llamma.com and install them yourself, but mainly, they just change your X-Box's configuration, so I'd suggest letting an experienced person to do it for you.

Well sorry to rain on your parade but modding sounds fun but is dangerous for your xbox mods make your game more fun but they make your xbox hardrive more prone to crash which is quite dangerous plus you get kicked off of xbox live.
