Question for Grand Theft Auto: Vice City

Hey,

I'm stuck on the mission "Messing With The Man". Does anyone know a good way to beat this mission?

Get a lot of rocket launchers and go to the top of the building at the corner and go to the edge and start blasting cars and people.

Shoot veichles instead of people (use the rocket launcher).

An easy way to do this mission is what I tried the other day use a TANK its simple just drive down the road like you would over in England or somewhere like that but you will get a level 4 cops after you but the mission will be past.
