There is a base close to the airport if you look at your map it will be at the very bottom left hope I helped
It's on the west island(second) just above the airport.you can get there easily with a helicopter but when you land inside the army men will shoot at you there is alot of them and they have machine guns so it's imposible to kill them all.they respawn.
You go to one of the airports. It is over there. But you have to have completed a mission when you steal a cop car because after that mission, it unlocks the cop outfit at the police station. If you are not wearing the cop outfit, the military guards will shoot and kill you.
There so is it is near the airport on the second island just drive round the airport and you will find it
