How long untill you unlock the top part of the map, right now when I go up there I get 4 or 5 wanted level, what do you have to do or how many missions do you have to beat, because it says on my stats I'm like...........38% complete.

Well you have to do alot more missions to unlock the top part I'm not sure exactly what mission your on though.
You have to do a mission for cortez where you watch over a deal that diaz is involed with along with Lance.
You shouldn't get a wanted level for going over to the other side for Vice City, so you must be talking about San Andreas. You have to get to around 50% (probably more) to get to Las Venturas.
