You Might stuck in the mission 'Messing with the Man' it's very easy, first of all before entering inside the pink mission circle Activate the Armour cheat 'PRECIOUSPROTECTION' then Activate the Heavy weapon cheat 'NUTTERTOOLS' do it for many times as much as you can. Then after entering inside the circle instead of fighting with peds with light weapons kill everyone and blast all cars with Mini-gun (it's in the between of M4 and Sniper Rifle). As Your Wanted level stars gets increased the cops & swats will come, don't escape just kill them all and blast off their vehicles and Helicopters, your chaos meter will be filled very quickly. After you complete the mission Reduce Your Wanted level stars by activating Wanted level cheat 'LEAVEMEALONE'.
