If by that you mean the blue tank you get in the last mission then you can't get it apart from I that mission! I have completely searched the area where they keep all there vehicals and I couldnt find it!

The FBI water tank is only available during the last mission of the game.
If you take it to your garage, it dissapears after you omplete the game.
You could ue a PC mod to get one, but otherwise, it's not available exept from the last mission.
