Well you can get one in San Ferrio at the air port.

The big plane (AT-400) can be found in the south east corner of the Las Venturas airport inside the hangar. Stand next to the hangar and the door should open up.

To break into houses, you must complete the mission where you have to steal the weapons from the house, near the start of the game. You must find a Black Boxville to trigger the burglary missions.
