It means you mastered all weapons, it gives you two 9mm pistols and two SMG's (except for the MP5).
It also makes you twice more accurate meaning you can kill people easier at long ranges and it also means you hold shotguns at your shoulders now instead at your hip (except for the SPAS 12) also gives you two DB Shotguns.
