Ok how do you get thoses tattoos that are red that bandits wear and have something to do with balvarines and can you become a bandit leader or regular bandit in a bandit clan.

You can't get those tattoos.
You can only join the bandits for a couple of quests. After the quests are over, they go back to being your enemies.
The Balverine skull Tattoo can be found inside one of the barns in Oakvale, Just wander around inside with a spade and dig when the spade symbol shows up.
